Drug Assistance PROGRAM
SeniorCare is a Wisconsin State Pharmaceutical Assistance Program (SPAP) designed to help members cover the costs of prescription drugs. Anyone age 65 or older, resident of WI, U.S. Citizen (or have qualifying immigrant status) can enroll in SeniorCare. There is no monthly premium, only an annual, per person, enrollment fee (currently $30/year).
There are four levels of coverage within the SeniorCare program (Levels 1, 2A, 2B, and 3). A person’s annual income determines which level of coverage they would have, how much SeniorCare will cover, what out-of-pocket expenses may be incurred.
All levels of the SeniorCare program are considered “creditable coverage,” meaning SeniorCare coverage is as good as the standard Medicare Part D prescription drug plan. This "creditable coverage" allows the beneficiary to avoid accruing the Part D late enrollment penalty when enrolled in SeniorCare and later decides to enroll in a Medicare Part D plan. Although SeniorCare and Medicare Part D are independent programs, a person can be enrolled in both at the same time.
SeniorCare is beneficial for those with lower incomes as there may or may not be a deductible, or for those with higher incomes on few or inexpensive prescription drugs who want to delay enrollment in Medicare Part D. With SeniorCare there is no coverage gap and medication costs are typically manageable.
